On the anniversary of the suicide death of 11-year-old Carl Josef Walker due to bullying, his mother is launching a national petition drive to support the proposed federal anti-bullying legislation known as the Safe Schools Improvement Act (H.R. 2262). This act, which is currently a House bill, would require schools that receive federal education funding to implement an anti-bullying policy.
The bill which is currently sponsored by Rep. Linda Sanchez (D-CA) was first introduced on May 5, 2009. Click here to download and read a copy of the bill. The addition of the anti-bullying and harassment language would make this a major legal document to move bullying activity into more of a crime and less of a “ritual part of growing up” philosophy that permeates the states and county schools in this country.
